documents leaked to media outlets show the governor of central Daikundi province Sayed Ahmad Rahmati has embezzled around 23 million Afghanis from the governmental budget.
The documents show that Mr. Rahmati received 1.8 million Afghanis each month in his personal account, starting from December of 2018 to January of 2019.
The funds were transferred to Mr. Rahmati’s account from a specific budget allocated for the governors, deputy governors and district administrative chiefs so that they can spend the funds in encouraging the civil and military officials, support youths, women, heirs of the martyrs, disableds, vulnerable individuals and victims of natural and unnatural disasters.
The funds were also meant to be spent on improving relations with the religious scholars and elders, local tribal people, coordination and partnership, responding to emergency situations, resolving conflicts and differences and improving governance.
The 2.4 million monthly fund was supposed to be transferred to the account of the provincial government in coordination with the ministry of finance. However, Mr. Rahmati was receiving the 1.8 million of the funds directly in his personal account.
The provincial finance and revenue department officials also confirm the transfer of 1.8 million of the funds to the personal account of Mr. Rahmati.
However, Mr. Rahmati has rejected the embezzlement of the funds while admitting that he was receiving the funds directly in his personal account.
