Differences within government leaders over Helmand mayor appointment

President Mohammad Ashraf Ghani and Chief Executive Officer (CEO) Abdullah Abdullah have been in dispute over the appointment of a mayor for southern Helmand province.

Documents leaked to media show that President Ghani and CEO Abdullah have issued different orders for the appointment of the mayor.

One document shows that President Ghani has approved Engineer Matiullah Bahir for the post who was recommended by the Independent Directorate of Local Governance (IDLG).

While another document signed by CEO Abdullah asks IDLG to appoint Hasibullah Sultani as the mayor of Helmand province. Khaama press reported.

Reports suggest that the President and the CEO had difference in key decisions since they formed the National Unity Government (NUG) over a year ago.

Due to these differences several posts in government institutions are either lying empty or run by acting directors.

The Ministry of Defense and the National Directorate of Security (NDS) which are key security institutions are also run by acting minister and director.
