Sarwar Danish, the second vice-president of Afghanistan has expressed his dissatisfaction with the document which was finalized by the HCNR on Sunday. The document was soon leaked to the media after a copy was shared with Zalmay Khalilzad, the US special envoy for the Afghan peace process.
The HCNR technical team has ignored the contents of the document prepared by the President and has intentionally indicated it ambiguous, Danish has said in a post on his Facebook wall.
Danish has also criticized on the methodology HCNR technical team has used in preparing the document.
“The team has slightly amended and has edited parts of the document provided by Zalmay Khalilzad and they did not have an initiative of their own”, Danish has said.
The document by HCNR is not acceptable to be proposed for the Istanbul meeting and we need to work on another ‘one document’ which shall include the views of all the groups and sectors, he has added.
Danish has also endorsed the ‘Presidential’ structure and has proposed it for the future government, while in the HCNR document ‘Parliamentary’ system or ‘Presidential with the Prime Minister’ system was proposed.
This comes as the High Council for National Reconciliation announced on Sunday that a technical team has finalized the ‘Afghanistan Peace Agreement’ document.
A source close to HCNR said a copy of the document has been given to the US peace envoy for Afghanistan on Sunday.
It will be regarded as a ‘one document’ from the Afghan republic side to be presented in the Istanbul conference, the source said.
This comes as a meeting on the Afghanistan peace process is going to be hosted by the Turkish government in Istanbul during the month of Ramadan with the UN facilitating it.
The Istanbul meeting date was initially said to be the 16th of April, but Taliban rejected it with a statement on Monday evening, saying they are not prepared for this date.
